Charles P. Horton was born in Oklahoma City, OK. He has completed a variety of FDIC Specialized Courses, which include The Art of Negotiation, Income Statement and Balance Sheet Analysis, Liquidators Credit Course, and Income Tax Statement Analysis.

Mr. Horton's civic involvement includes 32nd degree Mason, and he's a member of the Lodge 62 in Altus. He's also an active Rotary. He has served as President of the Jackson County Division of the American Heart Association, President of the Jackson County Bar Association, and President of the Great Plains Literacy Council.

Charles is a licensed pilot and served on the Altus Municipal Airport Advisory Board. Additionally, Mr. Horton taught aviation law and served as an adjunct professor at Embry Riddle University.

A retired member of the United States Army Reserve, he served from 1972 to 2003 and attained the rank of Lieutenant Colonel. He has served as Assistant Chief of Staff for Information Management with the 75th Division Training Command in Houston, TX.
