Biography:
Charles was born in Oklahoma City, OK. He has taken FDIC Specialized Courses: The Art of Negotiation, Income Statement and Balance Sheet Analysis, Liquidators Credit Course, Income Tax Statement Analysis, His civic Involvement includes 32nd degree Mason and a member of the Lodge 62 in Altus, active in Rotary, served as President of the Jackson County Division of the American Heart Association, served as President of the Jackson County Bar Association, former President of the Great Plains Literacy Council, a licensed pilot and serve on the Altus Municipal Airport Advisory Board. He is  a retired member of the United States Army Reserve, serving from 1972 to 2003,  and attained the rank of Lieutenant Colonel. He served as Assistant Chief of Staff for Information Management with the 75th Division Training Command in Houston, Texas. He taught aviation law and served as an adjunct professor with Embry Riddle University,
